Pre-seed checks this size usually mean a founder story and a category slogan. Outerlimit is selling both — and a specific control point.

On September 22 Outerlimit emerged from stealth via GlobeNewswire with $16 million in pre-seed funding from AlbionVC, Evolution Equity Partners, and Crane Venture Partners. The company calls the round one of the largest-ever pre-seed financings in cybersecurity — that is Outerlimit’s claim, not a CyberMerge-ranked league table. Offices: London and New York. Valuation: Undisclosed. Revenue: Undisclosed.

Founder pedigree is the secondary underwrite. CEO Tony Pepper and co-founder Neil Larkins previously led Egress Software to an acquisition by KnowBe4 (Vista Equity Partners portfolio) in 2024, per the release. CTO Dr Peter Vincent is described as a theoretical neuroscientist with a PhD from the Sainsbury Wellcome Centre and the Gatsby Computational Neuroscience Unit at UCL. AlbionVC partner Ed Lascelles is quoted on disruption of the agentic AI security market. Treat quotes as investor/company voice.

Product thesis, in company language: a decentralized security and authorization layer for agentic AI — extending Zero Trust to the agent action layer. Architecture claims in the PR: credentials, keys, and secrets are fragmented across the agent ecosystem and reconstructed only at the moment a tool is invoked; decryption requires verified identity, policy, and execution context. The stated shift is from verifying who is acting and what it can access to deterministically controlling the action an agent may take. Pathway language: guide customers from discovery and observability toward deterministic enforcement. CyberMerge prints the architecture claims as company assertions — not as independently verified crypto proofs.

Why the desk cares today: the same tape that puts Cyera’s Goldman extension and Okta’s Agent Gateway on the AI Security board is racing the same failure mode — agents with tool access moving faster than human IAM and standing API keys. Outerlimit’s bet is enforcement at tool execution with cryptographic binding. Peers will sell discovery, prompt analysis, identity gateways, and DSPM attach. Different layers. Same buyer anxiety.

Risks to underwrite. “World’s first” and “paradigm shift” are PR register. Fortune 500 / FTSE 100 “partnering” language in the release is not a named customer list. Pre-seed at $16M with Evolution Equity on the cap table (also Cyera’s Series G lead) is a signal of category conviction from one cyber-specialist fund across stages — not proof of product-market fit. Blocking adoption, Pepper argues, drives shadow AI; the counter is provable control without killing expressiveness. That is the sales narrative. Buyers should ask for demos that show revoke, attribution, and failure modes when policy and model disagree.

POV: Hot/New independent on the Startup Radar shape — early capital, sharp thesis, no public valuation. Compare the control plane (action-time crypto enforcement) to identity-native gateways and behavioral AI security that also shipped headlines this week. Category formation is real. Category winners are not named yet.
